In 1997, the FCC mandated the country’s major television networks
to devote three hours a week to children’s educational programming.
CAN worked with a group of children’s television executives
and producers, as well as experts in the field of child development,
to create guidelines for developing quality children’s educational
television. These guidelines -- Building Blocks: A Resource Guide
for Creating Children’s Educational Television -- now serve
as a tool for the creative community and station broadcasters when
developing and ordering children’s educational programs, and
for parents, advocates and other consumers when evaluating these
programs.
